MEMORIALS AND RESOLUTIONS.

JOINT MEMORIAL,

To THE PRESIDENT OF THE UNITED STATES.

The Representatives of the people of the Territory of Colorado, in General Assembly convened, respectfully represent unto His Excellency, the President of the United States, that the Indian tribes of the plains now at war with the people of this and adjacent Territories, and with the United States, have brutally murdered many of our people without regard to age, sex, or condition; they have driven our citizens from the sparcely [sparsely] populated portions of our Territory, and from the lines of travel leading to the States; they have intercepted our communication with the east, so that our people are unable to obtain necessary food and clothing which they do not produce, and cannot obtain elsewhere.

We further represent that immediate and efficient action in subduing these hostile Indians is essential to the safety and preservation of the people of this Territory, and we believe that this can be more certainly and speedily attained by placing the entire region of country inhabited by hostile Indians under the control of one officer.

In common with the people of all the Territories, we have confidence in Brigadier General Connor, now in command at Salt Lake City, who has distinguished himself in Indian warfare.

Wherefore we earnestly pray that your Excellency will cause that portion of Kansas and Nebraska, which lies west of the 97th meridian of west longitude, together with the territories of Colorado, Utah, and Montana, to be made a military district or department, and place General Connor in command thereof, and we pledge our people to support zealously all measures that may be adopted for our protection, and we will ever pray, &c. Be it resolved by the Council and House of Representatives of Colorado Territory: That the Secretary of the Territory be, and he is hereby requested to transmit a copy of the foregoing memorial to the President of the United States, at the earliest moment practicable.

COUNCIL JOINT RESOLUTION,

TO DEFRAY THE EXPENSES OF TRANSLATING THE GOVERNOR'S MES. SAGE INTO THE SPANISH LANGUAGE, AND TO PAY FOR PRINTING THE SAME.

Be it resolved by the Council and House of Representatives, of Colorado Territory: That the sum of one hundred and fifty dollars shall be and the same is hereby appropriated out of any money in the treasury not otherwise appropriated, for the purpose of paying the expense of translating the annual message of Acting Governor Elbert into the Spanish language, and of printing the same in that language; and of the amount so appropriated the sum of fifty dollars shall be paid to C. Domin guez for translating said message, and the remainder thereof to Messrs. Collier & Wells for printing the same, and the Auditor of the Territory shall draw his warrants upon the Treasury thereof for the amount herein allowed to the parties respectively.

TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES IN CONGRERS ASSEMBLED.

Your memorialists the Council and House of Representatives of Colorado Territory, most respectfully represent, that.

WHEREAS, The Organic Act of this Territory, drawn up on the laws of other Territories of the United States, provides that the pay per diem of the members of the Legislative Assembly should be three dollars per day during their attendance at the session thereof, and the officers of said Legislative Assembly and all other Territorial officers are allowed a compensation in in like proportion, and E

WHEREAS, On the account of the great distance from the manufacturing and producing section, whence the inhabitants of this Territory obtain nearly all their necessary articles of consumption, the cost of such articles are nearly three times, and very frequently ten times, more than the cost of similar commodities in the more eastern parts of the United States. It is therefore manifestly unjust that such a compensation should be laid at so
