All officers who have been commissioned since April 1, 1886, the date of the approval of the Act authorizing the organization of the Maryland National Guard and regulating the pay of commissioned officers, and who have remained continuously therein, come within the provisions of Section 32, Chapter 657, Acts of 1900, and are entitled to pay in accordance with Army Regulations. All enlisted men who were enlisted men of the Maryland National Guard on the 27th day of March, 1896, the date of the approval of the Act authorizing and regulating increased pay to enlisted men, and those who since enlisted in the Guard, and have otherwise complied with the provisions of Section 32, Chapter 657, Acts of 1900, come within its meaning and are entitled to the increased pay in accordance with the length of their respective service.
