THE STATE GOVERNMENT

Unusual numbers of bidders and participation in the offers for road construction by out of the State firms have marked the recent opening of bids by the Pennsylvania Highway Department. At the last two lettings the bids have averaged from eight to nine on each contract and as the tenders are in many cases within estimates awards will be made if contractors can qualify.

The State highway improvement program is now in full swing with over 600 miles under contract and thirty more will be offered July 24th with two dates probable in August. The first August date will be August 11th.

Considerable mileage will be completed this summer and among contracts let of late have been some for construction work on county account or State aid.

H. E. Hilts, engineering deputy, will leave state service July 20th to accept a place with a Virginia cement firm, ending half a dozen years of connection with the engineering end of the Highway Department. W. A. VanDouzer in charge of maintenance, will succeed him, P. M. Tebbs succeeding Mr. VanDouzer.

Governor Pinchot will return to Harrisburg the middle of the coming week and investigations into bank failures,

appointments to educational places and similar matters will engage him for a time.

The new Giant Power Board has organized by election of Major Robert Y. Stuart, secretary of Forests and Waters as secretary. Philip P. Wells, deputy attorney general, was designated as chairman by the governor. The Board will meet next July 27th. No recommendations on charters were announced.

The Public Service Commission, which held neither arguments nor executive sessions this week, will hold an executive meeting Monday and Tuesday. The decision in the Hartman motor bus case has attracted considerable attention and counsel for the applicant may test the matter on appeal. The Conewingo Power hearings will be resumed July 15th and Philadelphia Rapid Transit July 23d.

The State Compensation Commission has scheduled arguments for Pittsburgh for July and may hold others in the anthracite district.

The Sanitary Waters Board has suggested to paper, pulp and dairy interests joining with the State in experiments for removal of pollution of streams of the States by the waste products. The tanning industry has established a plant in cooperation with the State at Instanter, Elk County, of which the first part is now complete. Similar plans will be suggested to other interests.

The Board has also approved several projects for removal of discharge of untreated sewage from streams of the State, including some in Allegheny County.

Ninety-six building and loan associations, mostly for Philadelphia, have been incorporated since January 1st.
