APPROPRIATION FOR EUREKA EXPERIMENTAL STATION.

AN ACT Entitled, An Act Appropriating Money For a Machine Shed Eureka Experiment Station.

Be It Enacted by the Legislature of the State of South Dakota.

§ 1. There is hereby appropriated out of any money in the treasury not otherwise appropriated the sum of five hundred dollars to be expended under the direction of the State Board of Regents of Education for a machine shed at Eureka Experiment Station.

APPROPRIATION FOR LEGISLATIVE PORTRAITS.

AN ACT Entitled, An Act to Appropriate the Sum of Two Hundred Dollars For O. S. Leeland for Portraits of Legislative Groups of the Fourteenth and Fifteenth Sessions of the Legislature.

Be It Enacted by the Legislature of the State of South Dakota:

§ 1. There is hereby appropriated out of any moneys in the state treasury not otherwise appropriated the sum of Two Hundred Dollars ($200.00). A deficiency in the office of Secretary of State, for the payment of O. S. Leeland for portraits for the State Capitol building.

The State Auditor is hereby authorized to issue warrants upon presentation of proper vouchers approved by the Secretary of State.

§ 2. There being no funds available for the payment of this claim and the same now being due, an emergency is hereby declared to exist and this act shall be in full force and effect immediately upon its passage and approval.

APPROPRIATION FOR HIGHMORE EXPERIMENTAL STATION.

AN ACT Entitled, An Act Appropriating Money for Waterworks and Machine Shed at the Highmore Experiment Station.

Be It Enacted by the Legislature of the State of South Dakota:

§ 1. There is hereby appropriated out of any money in the treasury not otherwise appropriated the sum of one thousand dollars to be expended under the direction of the State Board of Regents of Education for a machine shed and waterworks at the Highmore Experiment Station.

APPROPRIATION FOR EXHIBITION BUILDING AT BELLE FOURCHE. AN ACT Entitled, An Act to Appropriate Money for the Purpose of Erecting and Equiping a Building to Promote the Interests of Breeding of Live Stock and Poultry and the Exhibition of Cereal Grains and Forage Plants in the State of South Dakota, and the Sale of Live Stock.

Be It Enacted by the Legislature of the State of South Dakota:

§ 1. That there is hereby appropriated out of the general fund of the State of South Dakota, not otherwise appropriated, the sum of Five Thousand ($5,000.00 Dollars, to be expended in the erection and equipping of a suitable building within the City of Belle Fourche, Butte County, South Dakota, upon a site to be selected by the Commission hereinafter appointed and constituted, for the purpose of providing a suitable place for the exhibition and sale of Live Stock. Poultry, Cereal Grains and Forage Plants under the auspices of the Commission hereinafter appointed, provided that no part of the sum appropriated by this act shall be used for the purchase of a site for said building, this appropriation being made upon the express condition and under

standing that the site for said building, a parcel of land at least 300 feet square, shall be deeded to the State of South Dakota in fee simple upon its selection of a Commission hereinafter named. Provided, further the sum herein appropriated shall be available only when a similar amount has been turned over to said commission either by local parties or public subscription.

§ 2. Appointment of Commission.] That a Commission consisting of Professor J. W. Wilson, of Brookings County; Seth Bullock, of Lawrence County; 0. 0. Stokes, of Butte County; and Peter Edwards, of Butte County; and Henry McCoid of Harding County, is hereby appointed and constituted for the purpose of expending the said sum herein. appropriated in the designing, erecting and equipping of said building, provided further, that in case a vacancy occurs in said Commission by resignation or by death of any member, the vacancy shall be filled by appointment by the Governor of the State of South Dakota, said apointment to be made from the persons nominated by the remaining members of the Commission. Provided, that a majority of said Commission shall have the right to transact the business of said Commission. Provided further, that said Commission shall not receive any compensation for services rendered under the provisions of this act.

§ 3. Completion of Building.]That said building shall be completed and equipped on or before October 1, 1917, and that after said building is erected and equipped, the same shall be permanently used for the purpose of promoting the interest of the breeding of Live Stock and Poultry and for the exhibition and sale of Cereal Grains and Forage Plants and shall be under the direct management and control of the Commission hereinbefore appointed.

§ 4. Duties of Auditor and Treasurer.] The State Auditor shall issue warrants for the payment of the expense incurred by the said Commission in the erecting and equipping of said building on certified itemized vouchers by said Commission and the State Treasurer shall pay the same, from the appropriation hereinbefore provided.

APPROPRIATION FOR J. T. McGILVARY.

AN ACT Entitled, An Act to Appropriate Money for the Payment of a Certain Account Which was not Presented for Payment until after the Close of the Fiscal Year Ending June 30, 1916, Out of the Funds of the State Penitentiary of Sioux Falls, South Dakota.

Be It Enacted by the Legislature of the State of South Dakota:

§ 1. There is hereby appropriated out of any money in the state treasury, not otherwise appropriated, the sum of One Hundred Dollars ($100.00) for the payment of veterinary services rendered by Dr. J. T. McGilvary, the claim for which services was not presented for payment until after the close of the fiscal year ending June 30th, 1916.

§ 2. The State Treasurer is hereby directed to pay said sum on warrants issued by the State Auditor, upon certified voucher duly approved by the Warden of the State Penitentiary.

§ 3. An Emergency is hereby declared to exist and this act shall take effect and be in force from and after its passage and approval.

APPROPRIATION FOR INSURANCE TAX TO CITY OF WESSINGTON.

AN ACT Entitled, An Act to Appropriate Money to Pay the City of Wessington It's Apportionment of the Insurance Tax for the Fire Department for Which They Failed to Qualify in 1916.

Be It Enacted by the Legislature of the State of South Dakota :

§ 1. There is hereby appropriated out of the general fund of the state not otherwise appropriated, the sum of Sixty-four Dollars ($64) to pay the City of Wessington the portion of the insurance tax for fire departments which it failed to receive for the year 1916 by reason of the failure of it's city clerk or auditor

to report as provided in Section 1526 of the Political Code of 1903. § 2. The City of Wessington will become entitled to and may receive the amount appropriated to it under the preceding section, upon the city auditor or city clerk furnishing to the auditor of the state and to the Commissioner of Insurance on or before the 1st day of May 1917, a certificate, as required by Section 1522 and Section 1525 of the Political Code of 1903.

APPROPRIATION FOR SCHOOL FOR FEEBLE MINDED.

AN ACT Entitled, An Act Appropriating Money for the State School and Home for Feeble Minded.

Be It Enacted by the Legislature of the State of South Dakota:

§ 1. There is hereby appropriated out of any money in the Treasury not otherwise appropriated the sum of four thousand dollars, for deficiency in the maintenance fund of the state school and home for feeble minded.

§ 2. An emergency is hereby declared to exist and this act shall be in force and effect from and after its passage and approval.
