to said debentures, and to such loan and to this Act, so far as consistent with this Act.

5. The said Town Council shall annually add to the amount to be rated and levied on the real and personal property within the Town for general purposes a sum sufficient to pay the annual interest upon said debentures, including any deficiency from any previous year, and shall collect the same along with the other annual assessment; and the said Town shall also provide for the principal of the said or of any of said debentures as they mature, by adding, either annually or otherwise, a sum sufficient therefor to the amount to be rated and levied upon the real and personal property within the Town for general purposes, or otherwise, or make such sufficient provision, and at such time or times, for payment of such principal as the said Council may by resolution determine.

6. The said Town Council shall annually provide and set apart such sum as said Council may determine, not, however, to be less than one per cent. of the amount borrowed under the provisions of this Act, for a sinking fund, for or in respect to said debentures.

CHAPTER 83.

An Act to Amend Chapter 126, Acts of 1908, entitled "An Act Respecting The Township

Be it enacted by the Governor, Council. and Assembly, as follows:

1. Section 19 of Chapter 126 of the Acts of 1908, Lands to vest entitled "An Act Respecting the Township of Liverpool,' is amended by inserting next after the word committee in the third line the words, "and all lands in the said township the allotment of which, for any cause, has been ineffective,'' and by adding to said section 19 the following sub-sections:

(3) When they are satisfied upon enquiry, or Trustees may upon such evidence as they may require, that any lotment in lieu lands within said township have been surveyed to of ineffective any person by order of the proprietors' committee, or alloted or recorded, on the proprietors' records of said township, to any person in the right, or purporting to be in the right, of any proprietor, and that any such survey, allotment or recording has been ineffective because the rights of such proprietor had been already exhausted or taken up, or when from such or from any cause it appears to said trustees, upon such enquiry or evidence, to be just that any deficiency or defect in any survey or allotment or recording of lands in said township should be made good to any allottee or claimant or other person, such trustees shall have power, upon such terms as they may consider right, and with or without pay or price, to convey to such allottee, claimant or other person any lands of said township, vested in said trustees, unoccupied and unclaimed, or unalloted and unclaimed. Any facts appearing on any investigation held before the Commissioner may be accepted by said trustees or proven before them.

(4) The said trustees shall keep a record of their Record to be proceedings under this Act, which record shall be open to inspection at all reasonable times by any person or committee appointed by the Municipal Council of the County of Queens for that purpose.

CHAPTER 84.

An Act to Enable the Town of Lockeport to Exempt
from Taxation and to Supply with Free Water
"The Maritime Cold Storage Co., Limited."

Preamble.

PREAMBLE.

WHEREAS, the Town Council of the Town of Lockeport, at a properly convened meeting of said Council, held in the said Town of Lockeport on the 11th day of January, A. D. 1910, passed the following resolution:

"Resolved, that in case the Maritime Cold Storage Company, Limited, locate their plant here, including cold storage plant, glue factory and smoke house, that they be exempted from taxation for the next ten years, provided they pay to the Town of Lockeport in lieu of said taxation the sum of one hundred dollars annually for the said period of ten years;''

And whereas, at a meeting of the ratepayers of the said Town of Lockeport, duly convened and held in said Town on the 22nd day of January, A. D. 1910, pursuant to public notice duly given in accordance with the provisions of the Towns' Incorporation Act, it was resolved by a majority vote of the ratepayers present that the Town of Lockeport expend a sum not exceeding $1,500.00 in installing a water service which would have a minimum capacity of 15,000 gallons per day for the entire year, and that water to an extent not exceeding 15,000 gallons per day be supplied to the said Maritime Cold Storage Company, Limited, free;

And whereas, upon the receipt of the report of Mr. W. C. Yorston, Hydraulic Engineer, upon the proposed water supply system from Eisenhauer's Brook, who estimated the cost of the same to be $2,905.35, a second meeting of the ratepayers of said Town of Lockeport was duly convened and held in said Town on the 8th day of March, A. D. 1910, pursuant to public notice duly given in accordance with the provisions of "The Towns' Incorporation Act," and at such meeting it was resolved by a majority vote of the ratepayers present that an additional sum of $1,500.00 be expended on the installation of the said water supply system, making the total amount authorized for this purpose $3,000.00;

Therefore be it enacted as follows, by the Governor, Council, and Assembly:

POWER TO PROVIDE WATER SYSTEM.

The Council is hereby authorized and emwater purposes powered to borrow from time to time on the credit of the Town such sums of money, not exceeding $3,000.00 in the whole, as may be required for the purpose of building, installing and equipping a water works system in the Town, and to build, instal, equip and operate the same in the first instance for the purpose of supplying, free of charge, the said Maritime Cold Storage Company, Limited, with an amount of fresh water not to exceed 15,000 gallons in any one day, during the time said Company operates its plant in said Town, and any surplus water that the system may be able to supply over and above the said 15,000 gallons daily the Town may sell and supply to any other person, firm or corporation in said Town. on terms and conditions as the Council may by resolution make.

It shall be lawful for the Council for the purposes aforesaid, and for the purpose of purchasing, building, equipping and installing such system in the Town of Lockeport, and of operating the same, to enter into any contract that may by the Council be deemed expedient or necessary, and to erect or purchase buildings, construct works, make excavations, lay pipes, build dams and reservoirs, acquire lands and do all other things necessary or expedient in the premises, and for that purpose to do or provide or cause to be done or provided, any and all works and materials deemed necessary or expedient for the proper carrying out of the purposes of this Act, either by tender or contract or by day's work or otherwise.
