By Mr. Borchardt: Resolved by the assembly, That the superintendent of public property be and is hereby instructed and authorized to refurnish the assembly chamber with new and suitable chairs such as are now used in the senate chamber. Which resolution lies over. By Mr. Clarke: Res. No. 18, A., Resolution to provide for a home for the chronic insane at Fort Winnebago. WHEREAS, The accommodations for the care and comfort of the chionic insane within the state is entirely inadequate, which is fully set forth in the report of the board of charities and reform, for the want of proper buildings in the several counties, the insane are confined in the county jails with common felons; and WHEREAS, There is now in the hands of the state trust funds unloaned $96,861.41, in United States bonds $130,000, which is only bringing three and one-half per cent. per annum to the several funds; the amount is being constantly augmented from the sale of lands and the payment of its loans, of which fund sufficient money can be borrowed by the state at the rate of interest authorized by law, and issue certificates of indebtedness for the same, payable in five, ten, fifteen and twenty years; and, WHEREAS, The county system of providing proper homes for our chronic insane is impracticable, in all but a few of the oldest settled counties, and that not only our duties here, but in name of common humanity, we should provide sufficient, comfortable and competent homes for the unfortunate sufferers; and |
