Rec. Cel. 18, 1878:

INTRODUCTORY NOTE.

THE present collection embraces all Acts of the Parliaments of Great Britain and of the United Kingdom which are applicable to Scotland, and which still stand unrepealed.

The text is taken from the collection published by authority, entitled "The Statutes, Second Revised Edition." After the publication of Vol. III. of that collection, which completed 54 George III., the Statute Law Committee, upon the recommendation of a Select Committee of the House of Commons, and in accordance with the Statute Law Revision Acts of 1890, altered the system upon which they had hitherto gone. In the subsequent volumes they omitted preambles and recitals in all but exceptional cases, and ceased to indicate by dotted spaces the omission of phrases such as "Be it therefore enacted by the authority aforesaid that," and "from and after the commencement of this Act," and many expressions (e.g. "The Lords Commissioners of Her Majesty's Treasury "), for which shorter expressions had been substituted by the retrospective sections of the Interpretation Act. The compilers of this collection have, with the object of uniformity, dealt with Volumes I. to III. of the Statutes Revised, so as to bring them into line with the subsequent volumes of that series. With that exception, the text has been followed exactly.

Repealed portions of an Act are omitted, unless required to be given for the construction of the unrepealed part, in which case they are printed in italics. Where a whole section is repealed, a reference to the repealing enactment is inserted. Omissions of parts of sections. are shown by dots, and a reference is given at the end of the section to the repealing enactment.
