INTRODUCTION.

"Public Health is the foundation on which reposes the happiness of the people and the prosperity and power of the country."

The people of Virginia illustrated their knowledge of this great fact, through their representatives in the Legislature at the last session of that body by providing for the re-organization of the State Board of Health into the new Department of Health. This re-organization went into effect July the first. It marks the first decisive step by the Commonwealth of Virginia along the line of modern medical thought and in the process of evolution of the science of guarding the public health by preventing disease and restraining it from spreading. The old Board of Health was hampered always by inadequate means and lack of power. It is a gratifying fact and a cause for just pride in the medical profession and the citizenship of the State that the movement for the development and re-organization had the hearty support of the members of the former Board-a support inspired by patriotic and generous regard for the welfare of the public and disregard of personal interests and ambitions.

It is equally an evidence of the devotion and high standards of the doctors of our State that they co-operate in the movement to diminish disease, to lessen the annual sum of human suffering and misery, proud to forget that in so doing they are helping to reduce the demand for their services.
