Workmen's Compensation Board

A TRIBUTE TO THE EMPLOYERS OF PENNSYLVANIA. By Harry A. Mackey, Chairman.

Pennsylvania Workmen's Compensation Law found its original inspiration in the councils of the great business interests of the State. It might be well named the "Employers' Formula for Computing the Employes' Compensation for Injuries."

After twelve months' experience in the administration of this law and after having met many of the great employers and observed their methods of doing business and the treatment voluntarily accorded their employes, I am going to embrace every opportunity of giving the employers of Pennsylvania full credit for their part in framing this legislation and in fully and adequately assisting in its administraton. The man who would go about the State wth statements contrary to these facts is either a demagogue who has no regard for the truth or is so utterly misinformed that no importance should be attached to his statements.

No one

man is entitled to the credit for these great successes.

The translation of society's verdiet as to this relationship between the employer and injured employe into a humane statute was accomplished by the power of public sentiment which was the product of a gradual process of development in the Pennsylvania mind until at last our citizens as a unit demanded a modern law adjusted to the scales of industrial enterprise and tuned to the Song of humanity.

We have closed a year of wonderful successes and it will be profitable to analyze the reasons therefor. Great problems were presented to us one year ago. Eight millions of people in Penn
