A supplement to a tariff which results in the payment of a higher rate by shippers of coal who do not have mine tipple connected with the tracks of the respondent than is paid by shippers who use such a tipple for loading, is discriminatory.

A rule of a carrier which provides that shippers of bituminous coal loaded at other than mine tipples can receive only bor cars for shipping their product, and have no definite method of determining the number of such cars which will be allotted to them, is unreasonable and discriminatory.

Complaint was made to the Public Service Commission by a large number of shippers of coal that the respondent railroad company had filed re-issues or supplements to its existing tariffs covering the transportation of bituminous and cannel coal, which would result in the charging of unjust, unreasonable, un
