The annual meeting of the Association of School Commissioners and County Superintendents convened in the library of the State Normal School building today. The meeting was called to order by the President, Louis L. Beatty, at eleven o'clock, and 48 members answered the roll-call.

The President in his address congratulated the Association on the fact that the last General Assembly had been liberal in its treatment of the educational interests of the State, enacting such legislation as the school authorities recommended. Mr. Beatty also noticed several abuses, the remedy of which this Association should endeavor to bring about.

The first subject on the program, "How may the County Superintendents and the County School Commissioners help to increase the number of teachers doing the work of the State Reading Circle?" was considered.

A paper on the subject was read by Mr. Thomas M. Johnson of Howard. Messrs. Garey of Cecil, Mish of Washington, Browning of Garrett, Joy of St. Mary's, Biddle of Cecil, Simpson of Carroll, Crouse of Caroline, Cook of Baltimore county, Wright of Harford, Sasscer of Prince George's, Nichols of Talbot, Willison of Allegany, Dr. Prettyman, Dr. Stephens, Dr. Dodson of Talbot, Messrs. Stanley of Prince George's, Boblitz of Frederick, Phillips of Howard, Wathen of Anne Arundel, and Prof. Austin engaged in the discussion.

A paper on the second subject of the program was read by Dr. Stephens. The subject is, "Should this Association encourage the publication of a Maryland School Journal?"

Before reading his paper Dr. Stephens referred to the decease of Dr. Elijah Williams of Anne Arundel, Henry C. Fisher and Thomas W. Jones of Caroline, and Martin J. Perkins of Dorchester, late members of this Association; and also to the death of Dr. James L. Bryan, for a long time School Examiner of Dorchester county.

The question, after the reading of Dr. Stephens's paper, was discussed by Messrs. Charles T. Wright, A. W. Sisk and S. Simpson. Dr. Simpson moved that the President appoint a committee of three to inquire into the advisability and the practicability of publishing a State school journal, the committee to report at the next meeting of this Association. The motion was seconded by Mr. Dashiell and discussed by Messrs. Willison, Nichols, Simpson and

Wright, and Dr. Dodson. The President appointed as this committee Dr. S. Simpson and Messrs. John D. Worthington and A. W. Sisk. On motion of Mr. Chaplain, the committee was authorized to act, if it seems expedient, prior to making a formal report.

Dr. Stephens moved that the title of the Association be amended by substituting the word "Superintendents" for "Examiners." The motion was carried.

The Association adjourned.

MARYLAND STATE NORMAL SCHOOL.

BALTIMORE, December 2nd, 1904.

The Association of School Commissioners and County Superintendents of Maryland met in the library of the State Normal School, and was called to order by President Beatty at 10.50 A. M.

The minutes of the meetings of December 4th, 1903, and of December 1st, 1904, were read and ordered recorded as read.

The Committee on Resolutions, Dr. Simpson, Chairman, reported as follows:

"Mr. President and Members of the Association of School Commissioners: Your Committee on Resolutions begs leave to submit the following:

"Whereas, The teacher in the school room, face to face with the pupils, is, in the final analysis, responsible for bringing out the best results of the System of Public Education; and

"Whereas, Special training is very necessary in exalting the work of teaching to the dignity of a profession; be it

"1. Resolved, That this Association heartily commends to the teachers the books of the State Reading Circle course as a most important means of securing professional training for the work.

"Resolved, That we extend our thanks to the Managers of the Reading Circle for their judicious selection of books, and for their earnest and intelligent manner in which they have emphasized the importance of this subject.

"Resolved, That it is the sense of this Association that one of the best ways by which County School Boards can advance the cause of education, is to urge and encourage the teachers to read and study these books.

"2. Resolved, That we extend our thanks to our honored State Superintendent, Dr. M. Bates Stephens, for the vast amount of work which he, so judiciously, did in the preparation of the bill known
