L' « Annuaire de Documentation Coloniale Comparée » est la réalisation de cette décision.

2. Le but poursuivi par l'Institut en publiant ce recueil est de mettre à la disposition des Gouvernements, des entreprises privées et de toutes personnes s'intéressant aux problèmes de la colonisation, une documentation qui leur permette de suivre, d'année en année, dans ses manifestations officielles, la vie, envisagée surtout des points de vue politique, législatif et administratif, des principaux types de colonies.

L'« Annuaire » n'est pas une publication d'informations, c'est une publication de documentation reproduisant, en principe, des documents officiels seulement.

3. La publication est annuelle. Elle reproduit, autant que possible, les documents au millésime de l'année précédente, soit pour le présent volume, ceux de 1927.

Dans un premier volume nous avons publié les documents relatifs au :

COLONIES ESPAGNOLES. INDES NÉERLANDAISES.

Dans un 2o, ceux relatifs aux :

COLONIES ITALIENNES.

1. The International Colonial Institute undertook in 1910 the publication of a « Collection of Colonial Legislation ». The war, and the economic difficulties which followed, as a natural consequence of it, suspended its publication.

In its last Session (The Hague the Institute decided to take it up again, but on a much larger scale than heretofore. The Yearbook of Compared Colonial Documentation is the first outcome of this decision.

2. The object aimed at by the Institute in publishing this collection is to place at the disposal of Governments, private entreprises and all persons interested in problems of Colonisation, a documentation which would enable them to follow, year by year, in its official manifestations, the way of living, especially from the political, legislative and administrative point of view, in the principal types of Colonies.

The Yearbook » is not a mere collection of information; it is a documentary work reproducing in principle official documents only.

3. The book is an annual one. It reproduces as far as possible, documents published in the year preceding its publication, in the first instance with documents dating from 1927.

In a first volume are reproduced the texts concerning :

SPANISH COLONIES.

DUTCH EAST INDIES.

In a 2nd volume those relating to :

ITALIAN COLONIES.

PORTUGUESE COLONIES (Angola- Mozambique).

Nous espérons pouvoir, dans le Recueil de l'an prochain, ajouter à cette liste, d'autres Colonies ou Pays sous Mandat.

4. Les documents reproduits sont de deux espèces :

a) des documents (rapports officiels, discours, statistiques, notices) donnant des renseignements sur certains aspects politique, administratif, social ou économique de la Colonie envisagée;

b) les textes des lois, décrets, ordonnances, arrêtés et règlements présentant un caractère d'ordre général.

Les documents de cette seconde espèce sont de loin les plus nombreux.

5. Les documents législatifs et réglementaires sont reproduits dans leur texte original, tout au moins pour la partie essentielle. Ils sont accompagnés d'une traduction ou d'un résumé en anglais et en français.

Les autres documents ou la partie accessoire des documents législatifs (les exposés des motifs par exemple), sont présentés en français ou en anglais seulement, soit dans leur texte intégral, soit en résumé.

We hope to be able in next year's collection to add to this list other Colonies or Mandated territories.

4. The documents reproduced are of two kinds :

a) Documents (official reports, speeches, statistics, notices) giving information on certain aspects political, administrative, social or economic, of the country under consideration;

b) Texts of laws, decrees, ordinances, standing orders and other orders of a general character.

The documents of this second class are by far the most numerous.

5. The documents relating to legislation are reproduced in the original, at least their essential points. They are accompanied by a translation or a résumé in English and in French.

The other documents or the accessory part of the legal documents (the explanatory statements for instance) are published in French or in English only, either the whole texts or a summary of them.
