fhall be accounted for by fuch Agent in the manner in which the faid Sums of Money directed to be imprefted by the Warrant of the Barons of Exchequer in Scotland, or any other Sums of Money which fhall come into his Hands in confequence of this Act, are hereby directed to be accounted for.

XXI. And be it enacted, That it fhall and may be lawful for Commiffioners the Commiffioners appointed by this Act, and they are hereby to make Rules and Regulations. empowered from time to time, to make fuch Rules and Regulations, and to give fuch Orders and Directions as they may think proper, for the more effectual Maintenance and Repair of the Roads and Bridges hereby intended to be maintained and repaired; provided that fuch Rules and Regulations, Orders and Directions, fhall not be inconfiftent with the Laws of Scotland, or with the Provifions of this Act, and fhall be notified to the Perfon or Perfons required to conform to the fame.

XXII. And be it enacted, That on or before the Twenty fifth Commiflioners Day of March in every Year, a Report fhall be made to both to report to Houses of Parliament, by the Commiffioners appointed by this Act (or if Parliament fhall not then be fitting, within Twenty one Days after Parliament fhall next meet), fpecifying their Proceedings pursuant to this Act; with a general Abstract of the Receipts and Expenditure in carrying this Act into Execution during the preceding Year: And where the Expenditure hereby directed to be Expenditure out defrayed out of the Monies paid into their Hands by Warrant of of Impreft Mothe Barons of the Exchequer, fhall exceed the Sum hereinbefore nies exceeding limited and appointed for that Purpose, the faid Commiffioners fhall further, at fuch times as they may find neceffary, tranfmit an Account thereof to the Lords of the Treasury, in order that the fame may ted to Treasury. be laid before Parliament. XXIII. And be it further enacted, That it fhall and may be Infpector may lawful for the Infpector of Roads and Bridges in Scotland, to empower fuch Perfon or Perfons as he in Writing under his Hand fhall appoint, to dig, gather, take and carry away any Gravel, Furze, Heath, Stones, Sand or other Materials out of the feveral Grounds of any Perfon or Perfons, whether the fame be inclosed or uninclosed (not being the Ground whereon any Houfe or Buildings ftand, or a Garden, Orchard, Yard, planted Walk or Walks, or Avenue to any House, or any Piece or Parcel of inclofed Ground, planted, fet apart and used as Pleasure Ground, Plantation or Nursery for Trees), where fuch Materials are or may be found, and from time to time to carry away the fame, or fo much thereof as the faid Infpector or any Perfon appointed by him as aforefaid, fhall judge neceffary for repairing the Roads or Bridges directed to be repaired by this Act, giving at leaft Eight Days' previous Notice in Writing, and paying fuch Sum or Sums of Money for the Damage done to the Owners and Occupiers refpectively of faid Ground, where and from whence the fame fhall be digged, gathered, carried away or over which the fame shall be carried, as the faid Infpector or any Perfon appointed by him as aforefaid, fhall think reasonable; and in cafe of any Difference concerning the fame between fuch Owners or Occupiers, and the faid Infpector or any Perfon appointed by him as aforefaid, touching fuch Damage, the fame fhall and may be determined by the Sheriff Depute or Subftitute of the County, wherein fuch Materials fhall be fituated, whofe Decifion fhall be final, with

XXIV. And be it further enacted, That in cafe the Inspector
of Roads and Bridges, or any Perfon appointed by him, fhall
obferve any Nuisances or Encroachments, Obftructions of Ditches,
Drains, Gutters and Watercourfes, or any other Annoyances, made,
committed or permitted, in or upon or to the Prejudice of any of the
Roads and Bridges to be maintained and kept in Repair by virtue of
this Act, he fhall give or caufe to be given, to any Perfon or
Perfons doing, committing or permitting the fame, perfonal Notice,
or Notice in Writing, to be left at his, her or their ufual Place or
Places of Abode, fpecifying the Particulars wherein fuch Nuifances,
Encroachments, Obftructions or Annoyances confift; and if the
fame fhall not be removed, and the Ditches, Drains, Gutters and
Watercourfes effectually cleanfed and opened, within Seven Days
after fuch Notice fhall have been given as aforefaid, the said Inspector
or the Person appointed by him, is hereby authorized and empowered
forthwith to remove fuch Nuifances, Obftructions and Annoyances,
and to open, cleanfe and fcour fuch Ditches, Drains, Gutters and
Watercourses; and the Perfon neglecting to obferve and obey the
above mentioned Notice fhall repay the Infpector, or the Perfon
appointed by him, fuch Charges as fhall be allowed to be reafonable
by the Sheriff Depute or Subftitute of the County, and fhall alfo
forfeit the Sum of Ten Pounds; and in Default of Payment thereof,
the fame shall be levied and recovered with Expences of Procefs in
a fummary way, before the Sheriff Depute or Subftitute of the
County wherein the Offence shall have been committed; which Sum
fhall be paid to the faid Infpector, or the Perfon appointed by him,
to be paid over to the Agent of the Commiffioners, and to be applied
by him in Diminution of the Affeffment for repairing Roads and
Bridges in fuch County in the next Year; and in every such case the
Order or Sentence of the Sheriff shall be final and conclusive, without
being fubject to Advocation, Sufpenfion or Reduction.

• XXV. And Whereas Drivers of Carts and Carriages wilfully or wantonly, or through culpable Negligence, may drive against or fuffer fuch Carts and Carriages to strike against the retaining Walls and Parapet Walls of the Roads or Bridges which are to be maintained and kept in Repair by the Provifions of this Act, or to pass over or strike against Banks of Causeways appertaining to fuch Roads; Be it enacted, That every Perfon guilty of any fuch Offence fhall, upon Complaint thereof before the Sheriff Depute or Subftitute of the County where the Offender fhall be or refide, by the Oath of any one credible Witnefs, or upon View of the Sheriff himfelf, forfeit for every of the faid Offences any Sum not exceeding Forty Shillings, nor lefs than Ten Shillings, to any Perfon who fhall make fuch Complaint as aforefaid; and in Default of Payment thereof fhall be committed to Prifon for any time not exceeding One Month, nor lefs than One Week, at the Difcretion of fuch Sheriff, unlefs the fame be fooner paid; and in every fuch cafe the Order or Sentence of the Sheriff fhall be final and conclufive, without being fubject to Advocation, Sufpenfion or Reduction.

XXVI. And be it further enacted, That this A&t fhall commence Continuance of and take place, from and after the paffing thereof, and fhall have Act. HEREAS Doubts have arifen as to certain Duties and Taxes heretofore impofed by the feveral Governments of • Fort William in Bengal, Madras, Bombay and Prince of Wales's • Island respectively:' May it therefore please Your Majefty that it may be enacted; and be it enacted by The King's Moft Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this present Parliament affembled, and by the Authority of the fame, That all Duties of Cuftoms and Power of levyother Taxes heretofore made or impofed, as well upon British ing Duties, &c. Subjects as Foreigners, and other Perfons whomfoever, by the Orders by Governments or under the Authority of the Governor General in Council of Fort in India conWilliam in Bengal, the Governor in Council of Fort Saint George, the Governor in Council of Bombay, and the Governor in Council of Prince of Wales's Ifland, refpectively, within the feveral Towns of Calcutta and Madras, the Town and Island of Bombay and Prince of Wales's Ifland, and upon all Perfons whomfoever refident or being therein respectively, and in refpect to all Goods, Wares, Mer. chandizes, Commodities and Property whatsoever, also being therein respectively, and alfo upon all Perfons whomfoever, whether Britishborn or Foreigners, refident or being in any Country or Place within the Authority of the faid Governments refpectively, and in refpect of all Goods, Wares, Merchandizes, Commodities and Property whatsoever, being in any fuch Country or Place, and alfo all Orders and Regulations for the Impofition, levying, raising or recovering, fuch Duties of Cuftoms or other Taxes, or in any ways reany lating thereto, and all Fines, Penalties and Forfeitures, heretofore impofed or levied by or under the Authority of fuch Governor General in Council and Governors in Council respectively, for the Nonpayment of fuch Duties or Taxes, or for the Breach of any Laws or Regulations heretofore made by fuch Governor General in Council and Governors in Council respectively, respecting such Duties and Taxes, fhall be and the fame are hereby confirmed, and fhall be deemed to be as valid and effectual to all Intents and Purposes whatfoever according to the true Intent and Meaning of the feveral Orders, Regulations and Ufages, under which any fuch Duties, Taxes, Fines, Penalties and Forfeitures have been impofed or levied, as fully and effectually if as the fame had been impofed and made respectively under the Provifions of an Act made in the laft Seffion of Parlia- 53 G. 3. c.155. ment, intituled An Ad for continuing in the Eaft India Company for

gether with certain exclufive Privileges; for eftablishing further Regu lations for the Government of the faid Territories, and the better Admi niftration of Justice within the fame; and for regulating the Trade to and from the Places within the Limits of the faid Company's Charter; any Act or Acts of Parliament or Law to the contrary there. of in any wife notwithstanding, and all Arrears of fuch Duties and Taxes may be demanded, levied, fued for and recovered, and all Penalties and Forfeitures for any Breach of any fuch Rules and Regulations in relation to any fuch Duties and Taxes fhall and may be fued for, recovered and enforced under the Provifions of the faid recited Act, as fully and effectually as if the fame had been impofed, made, incurred or arifen after the paffing thereof.

II. And be it further enacted, That all fuch Orders, Regulations, and Perfons in- Ufages, Duties, Taxes, Fines, Penalties and Forfeitures, fhall be and remain in full Force and Effect until the fame refpectively shall be repealed, altered or varied, by any Orders or Regulations made and paffed, or to be made and paffed, under or by virtue of the faid recited Act; and all Perfons who have been engaged or concerned in advifing, paffing, impofing, demanding, levying or recovering any fuch Orders, Regulations, Duties, Taxes, Fines, Penalties and For. feitures, fhall be and are hereby indemnified in refpect thereof, and of all Proceedings and Acts had, done or taken under and according to the true Intent and Meaning of any fuch Orders, Regulations or Ufages; and all Actions and Suits what foever which have been or hereafter fhall be commenced, fued or prosecuted, for or touching the Receipt, Collection or Impofition of any fuch Duties, Taxes, Fines, Penalties or Forfeitures, shall be and become absolutely null and void to all Intents and Purposes whatsoever, fave and except for the Purpose of recovering any Cofts which may have been incurred in any fuch Action, and which hath been or may be awarded to be paid by any Party thereto : Provided always, that nothing herein contained fhall extend to confirm any Act or Proceeding, or to indemnify any Perfon or Perfons in refpect of any Act or Proceeding, done without the Authority or contrary to the true Intent and Meaning of any fuch Order, Regulation or Ufage as is hereby in

W 7 HEREAS an Act was paffed in the Thirty fourth Year of the Reign of His prefent Majefty, intituled An A8 for repealing the Duties on Paper, Pafteboard, Millboard, Scalebeard and Glazed Paper, and for granting other Duties in lieu thereof; by which faid Act a Drawback or Allowance is given and made 'for all Paper ufed in printing Bibles, Teftaments, Pfalm Books, 'Books of Common Prayer and Confeffion of Faith, and the larger and shorter Catechifm, upon certain Conditions therein particularly specified, and among others, upon Condition, that Oath fhall be made in manner prescribed by the faid Act, by The King's Printers • in England and Scotland refpectively, before the Commiffioners of • Excife

Excife or any Two or more of them in England and Scotland refpectively, that the Whole of the Impreffion or Edition of fuch Bible, Teftament, Pfalm Book, Book of Common Prayer, Confeffion of Faith, or larger or fhorter Catechifm, in refpect of which ⚫ fuch Allowance or Drawback shall be claimed, has been printed by him or them, at his or their ufual and ordinary Printing Houfe, on his or their own Account: And Whereas Doubts have arifen as to what Houfe, Ofice or Premifes, may or fhall be confidered to be the ufual and ordinary Printing Houfe of The King's Printers, within the Meaning of the faid recited Act, for the Purpose of obtaining the faid Drawback or Allowance :' For removing and remedy thereof, be it declared and enacted by The King's Moft Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this prefent Parliament affembled, and by the Authority of the fame, That every House, Office or Place, heretofore approved of or which Printing Houses may hereafter be approved of by the Lord High Treasurer, or by approved by the Lords Commiffioners of His Majefty's Treafury, or any Two or more of them, in which The King's Printers in England and Scotland of Treasury, refpectively shall have printed, or may hereafter print, by themfelves and ordinary or their own bona fide Agents, and not by others, and for their own Printing House fole and undivided Intereft, the whole of any Impreffion or Edition of The King's of any Bible, Teftament, Pfalm Book, Book of Common Prayer, Printers. Confeffion of Faith or larger or fhorter Catechifm, fhall be deemed and taken to be a ufual and ordinary Printing Houfe of fuch King's Printer within the true Meaning of the faid recited Act, for all the Purposes of the faid recited Act, and the adminiftering and taking fuch Oath refpectively, and the entitling fuch King's Printer to the Drawbacks and Allowances to which they may be by Law entitled in refpect of the Paper ufed in printing Bibles, Teftaments, Pfalm Books, Books of Common Prayer, Confeffion of Faith or larger or fhorter Catechifm, at any fuch Printing Houfes.

WHEREAS by an Act paffed in the Forty third Year of

Her late Majefty Queen Elizabeth, intituled An Ad for 43 Eliz. c.2. the Relief of the Poor, it is enacted, That it fhall be lawful for § 1. 5. the Church-wardens and Overfeers of the Poor of any Parish, or the greater Part of them, by the Affent of Two Juftices of the Peace, to bind the Children of fuch Parents as fhall not by the faid Churchwardens and Overfeers, or the greater Part of them, be thought able to maintain their Children, to be Apprentices: And Whereas by an Act paffed in the Eighth and Ninth Year of 8 & 9 W. 3. His late Majefty King William the Third, intituled An Ad for c. 30. § I. fupplying fome Defects in the Laws for the Relief of the Poor of

this Kingdom, it is enacted, That Perfons coming to inhabit in any Parish, Township or Place, fhall bring with them a Certificate under the Hands and Seals of the Churchwardens and Overseers of the Poor, or the major Part of them, of fome other Parish, Township or Place, thereby owning and acknowledging the Perfon
