Since the publication of the First Edition of this work, the Loans of Local Authorities have increased rom £165,000,000 to £224,coɔ,000, an increase in ten years of fifty-nine million pounds, or nearly six million per annum.

The average rate of Interest payable on local loans does not appear in the official returns published, but in recent years there has been a considerable reduction in the rates of Interest at which Loca! Authorities have been able to borrow.

Having regard to the great growth of local loans, and to the tendency to lower rates of Interest, it has been thought desirable in publishing a Second Edition of this Work, to take the opportunity to extend the Tables. Whereas in the First Edition the Tables commenced at 24 per cent. and rose by quarters to 4 per cent., and in the Annuity Tables to 44 per cent., the Tables now commence at 2 per cent. and rise by eighths to 4 per cent., except in the case of Table VI., showing the amounts in the Sinking Fund at the end of each year.

In Part II. are Circulars and Memoranda issued from time to time by the Local Government Board; and also, what will be found of value to local authorities, extracts from the able Report of Dr. Thorne Thorne on the use and influence of hospitals for infectious disease, containing considerable information as to the construction and management of these institutions.

Part III. is a Digest of decided cases, in an alphabetical arrangement that will considerably facilitate reference to them. This Digest has been compiled with considerable care, and in it will be found every important decision bearing upon the subject matter of the book, including the recent decision of Warwick v. Graham [1899] which renders the compulsory removal to an infectious hospital of an infected persou easier, and much more frequently possible, than has hitherto been the case.
