RESOLUTIONS.

No. 1.

RESOLUTION raising joint committee on the Penitentiary.

Resolved by the General Assembly of the Commonwealth of Kentucky:

That a special committee, consisting of three Senators appointed by the Senate, and five Representatives appointed by the Speaker of the House, be, and is hereby, created, and said joint committee are directed—

1st. To ascertain and report the advantages and disadvantages attending an enlargement of the walls and buildings of the Penitentiary situated at Frankfort.

2d. The extent of the enlargement that would be necessary to accommodate and provide for, in a humane manner, the State convicts.

3d. The cost of such enlargement, including cost of all additional buildings that may be necessary for the purpose aforesaid.

4th. The cost of erecting a branch or branches at some other point or points than Frankfort, suitable as a Penitentiary and house of correction.

5th. The relative advantages and disadvantages of the enlargement and the branch.

6th. The extent to which convict labor can be utilized in making said improvements.

7th. To what extent, and at what probable cost, the convicts can be used on public works; the relative advantages and disadvantages of the leasing and Warden systems.

And said committee, in making the investigations required by this resolution, are authorized to send for and employ competent persons to aid it in making the necessary estimates, and is authorized to take all such steps as may be required for a full discharge of the duty herein imposed; and said committee is directed to report as soon as practicable, and may report at any time.

No. 2.

RESOLUTION fixing the day for the election of State Librarian. Resolved by the General Assembly of the Commonwealth of Kentucky:

That the two Houses of the General Assembly of the Commonwealth of Kentucky, in joint session, will, on Friday, January 9th, 1880, at 11 o'clock A. M., proceed to the election of State Librarian.

Approved January 9, 1880.

No. 3.

RESOLUTION raising a joint committee to examine into the affairs of the clerks' offices of Jefferson and other counties.

Resolved by the General Assembly of the Commonwealth of Kentucky:

That a joint committee, consisting of two members of the Senate and three members of the House of Representatives, to be appointed by the respective Speakers thereof, whose duty it shall be to inquire into the conduct and affairs of the various clerks' offices of the county of Jefferson; also to examine into the conduct and affairs of any other clerks' offices in this State which they may deem necessary to investigate, and that they have power and the right to examine the records, papers, &c., of all such offices, and that they may examine clerks or their deputies, or both, touching fees, fines, &c., in which individuals or the State may be interested, and report to this General Assembly the result of their investigation; and said committee are authorized to employ an "expert" to assist them in their investigations.

No. 4.

RESOLUTION directing the firing of a national salute on the 8th day of January, 1880.

Resolved by the General Assembly of the Commonwealth of Kentucky:

That the Adjutant General is hereby directed to cause to be fired a national salute at 12 o'clock, M., on the 8th day of January, 1880, in commemoration of the battle of New

Orleans. That the Auditor of Public Accounts be directed to draw his warrant on the Treasurer for the cost of the same, when certified by the Adjutant General and approved by the Governor.

No. 5.

RESOLUTION directing the joint committee appointed to examine into

the affairs of the clerks' offices of Jefferson and other counties, to examine into the franchises, conduct, and management of the Louisville Turnpike Company, and make report thereon.

Resolved by the General Assembly of the Commonwealth of Kentucky:

That the joint committee appointed under joint resolution, entitled "Resolution raising a joint committee to examine into the affairs of the clerks' offices of Jefferson and other counties," be, and are hereby, instructed to examine into the franchises, privileges, conduct, management, and condition of the Louisville Turnpike Company, and make report thereon to this General Assembly.

No. 6.

RESOLUTION in relation to hoisting the national flag over the Capitol dome.

Resolved by the General Assembly of the Commonwealth of Kentucky:

That the Adjutant General be directed to lengthen the flagstaff on the dome of the Capitol twenty feet additional, and cause the national flag to be hoisted over the Capitol during the day-time during the session of the Legislature, provided the whole cost thereof shall not exceed twenty dollars.

No. 7.

RESOLUTION in relation to abolishing certain criminal and common pleas courts, and re-districting the State in circuit court districts. Resolved by the General Assembly of the Commonwealth of Kentucky:

That a joint committee of three from the Senate and five from the House of Representatives be appointed to inquire

into the propriety of abolishing all the criminal, chancery, and common pleas courts of this Commonwealth, outside of Jefferson, Kenton, and Campbell counties, and the common pleas court of the Lexington district, and re-districting the State into such number of circuit court districts as may be necessary to transact the criminal and civil business of the State, and report by bill or otherwise, as it may deem proper. Approved January 10, 1880.

No. 8.

RESOLUTION in relation to newspapers furnished members of this General Assembly.

Resolved by the General Assembly of the Commonwealth of Kentucky:

That the State shall pay for no newspaper furnished to any member of this General Assembly.

Approved January 15, 1880.

No. 9.

RESOLUTION directing the Public Printer to furnish printed sheets of the Journals of the two Houses during the present session.

Resolved by the General Assembly of the Commonwealth of Kentucky:

That the Public Printer be, and is hereby, directed to print two hundred copies of the Journal of the Senate and House, in addition to the five hundred copies now authorized by law. Said copies to be printed from the same forms as those now authorized, and to be placed, unbound, into the hands of the Sergeant-at-arms for the use of the members of the General Assembly and State officials.

No. 10.

RESOLUTION raising a joint committee on mileage.

Resolved by the General Assembly of the Commonwealth of Kentucky:

That a joint committee consisting of two members of the Senate and three of the House be appointed by the respec

tive Speakers, for the purpose of ascertaining the distance from their respective homes to the Capitol, of every member of this General Assembly. Said distances to be determined according to the shortest convenient and usually traveled route, and report the same; and upon such report being made and concurred in by the General Assembly, shall govern the clerks of the respective Houses in issuing certificates for the mileage to the members thereof.

No. 11.

RESOLUTION directing the firing of a national salute on the 8th of January and 22d of February.

Resolved by the General Assembly of the Commonwealth of Kentucky:

That the Adjutant General be, and he is hereby, directed to cause to be fired a national salute at 12 o'clock, noon, on the 8th of January, 1880, and also on the 23d of February, 1880, in commemoration of the battle of New Orleans and the birthday of Washington.

Approved January 15, 1880.

No. 12.

RESOLUTION for the benefit of J. J. Pursley.

Be it resolved by the General Assembly of the Commonwealth of Kentucky:

That the Auditor of Public Accounts be, and he is hereby, directed to draw his warrant on the Treasurer in favor of J. J. Pursley, for the sum of thirty dollars, for the service of himself as temporary Sergeant-at-Arms, and his pages and janitors and other assistance rendered to the House of Representatives before the election of the Sergeant-at-Arms by the House. This resolution to take effect from its passage.

RESOLUTION inviting the Hon. Charles Stewart Parnell to visit the Capital while in this State.
