SECOND DAY'S SESSION.

Judge Wakefield in the Chair.

Judge Wakefield: Ladies and gentlemen, it gives me pleasure to introduce to you this morning the distinguished jurist who will speak to you on "The Triumph of Justice" Mr. Justice Brewer of the Supreme Court of the United States.

The Auditorium was filled with lawyers, and visitors to hear Judge Brewer; and his address was listened to with great interest and enjoyment.

Judge Towner: Mr President while this audience is yet present I move that the convention extend to Justice Brewer our heartfelt thanks, for this magnificent address, and that it be expressed by a rising vote.

J. H. McConlogue: I move as an amendment to the motion made by Judge Towner that this convention of Lawyers now elect Judge Brewer an honorary member of this Association, the highest honor we can give to one, not a member of the Bar of the State.

The amendment was accepted by Judge Towner, and the motion

was then unanimously adopted by a rising vote.

The convention then adjourned until 2 o'clock this afternoon.

AFTERNOON SESSION.

Judge Wakefield in the Chair.

Judge Wakefield: I think the special order for this hour made by vote yesterday is the third recommendation of the committee on law reform.

Judge Kinne: Mr. President, I believe every portion of the report was disposed of except one section in reference to Municipal government. As I remarked yesterday it was a recommendation proposed by Col. Clark, and I am sure, we would all like to hear him upon the subject, and upon consultation with such members of the Committee as are here, we believe that the consideration of that should be postponed until the next meeting on account of the absence of Col. Clark.

Sam S. Wright: In pursuance of the request of the Chairman of the committee I move that the consideration of Part 3 of the recommendations of the law reform committee be postponed until our next regular meeting.

The motion was seconded and upon being put to vote was carried. Judge Wakefield: The next business in the regular order will be the election of officers, but before we proceed to that order I wish to make the suggestion that the first matter for discussion after the election of officers is now understood to be the paper read yesterday by

Mr. Dawley in reference to new rules governing the trial of appeals in the Supreme Court of the State, and I understand that it is the wish of members of the Supreme Court that members of the bar discuss this paper, and express freely their views as to what the new rules should contain, as it is expected that the Supreme Court at a Session shortly to be held will be formulate these rules, and that will be the first business following the election.

The first office to be filled is the office of President of the Association for the ensuing year.

Judge J. H. Henderson: Mr. President and gentlemen of the Association, I take it that nominations are now in order for the office of President. Those of us who have been members of this Association from the beginning have known that one of the most industrious, faithful and efficient members of the Association has been the present presiding officer. He has only been elected as Vice Preisdent, and has presided at this session because of the lamentable death of our president. I think he is entitled to the honors of election, and therefore nominate him as president of this Association for the ensuing year. The nomination was seconded.

Judge Henderson: There being no further nominations, a motion will be in order that the Secretary cast the vote of the Association for Judge Wakefield, as President of the Association for another year.

The motion as suggested was made, seconded and unanimously carried, and the secretary declared the vote so cast.

Judge Wakefield: I thank you gentlemen for this expression of your confidence, and as we have a good deal of business to do I shall not undertake to make any further remarks on this subject.

The next office to be filled will be that of Vice President for the ensuing year.

J. J. McCarthy: I want the privilege of nominating for the office of Vice President one of our most active and efficient members, the Hon. A. E. Swisher of Iowa City.

The nomination was seconded.

J. C. Mabry: I move that the Secretary of the Association be directed to cast the vote of the Association in favor of A. E. Swisher for Vice Preisdent.

The motion was seconded and carried, and the Secretary declared the ballot so cast.

Judge Wakefield: I declare A. E. Swisher elected vice president for the ensuing year. The next office is that of Secretary of the Association for the ensuing year.

Judge Towner: I move that the rules be suspended and that the President be authorized to cast the ballot of the Association unanimously both for the present Secretary and present Treasurer for those offices for the ensuing year.

The motion was seconded.

Geo. F. Henry: I take it that that takes unanimous consent. The present treasurer must object, because he has a person to nominate as Treasurer.

Judge Towner: I think the gentleman's objection is entirely out of order, I call for the question.

Mr. Henry Let me in all seriousness suggest to the gentleman that the present Treasurer has held the office and enjoyed its emoluments for eight years, and feels that now there is a large number of young men in the Association who can be relied upon to do this work and I do with the utmost appreciation for the confidence of the Association ask that I be relieved at this time of this office. I have a very excellent man to name as my successor. I hope you will modify your motion Judge Towner.

Judge Towner: Mr. Chairman I very reluctantly consent, but I insist on my motion so far as the Secretary is concerned.

Judge Wakefield: The motion then is so separated as to pass upon the motion for the election of a secretary for the ensuing year, the motion being that the President be authorized to cast the vote of the association for the present incumbent, Sam. S. Wright as your Ssecretary for the ensuing year. Those in favor of this motion will say aye. Coutrary minded No. The Ayes have it and the motion is carried and the ballot of the association is unanimoulsy cast for Sam S. Wright of Tipton, as your secretary for the ensuing year, and he is declared duly elected. The next office to be filled is that of Treasurer.

Geo. F. Henry: I desire to nominate Mr. Jesse F. Stevenson, of this City who has been a member of the Association for a number of years, a careful accountant, and one who will be in every way a satisfactory treasurer. I move that the Secretary be instructed to cast the ballot of the Association for Mr. Stevenson as Treasurer for the

ensuing year.

The motion was seconded, and being put to vote was carried.
The Secretary: The ballot is so cast Mr. President.

Judge Wakefield: Jesse F. Stevenson of Des Moines is declared elected Treasurer for the ensuing year. It is next necessary to choose or elect a member of the Executive Council from each Congressional District in the State. If the persons present from the several districts will get together and select their member of this Executive Committee so that upon a call of the districts they can be announced, it will facilitate the choosing of this committee.

Upon a call of the Districts the following were named as members of the Executive Committee:

First District, Henry M. Eicher, of Washington.

Second District, Fred Heinz, of Davenport.
Third District, S. M. Weaver, of Iowa Falls.

Fourth District, H. T. Reid, of Cresco.
Fifth District, J. M. Grimm, of Cedar Rapids.
Sixth District, E. E. McElroy, of Ottumwa.
Seventh District, W. H. Baily, of Des Moines.
Eighth District, H. K. Evans, of Corydon.

Ninth District, Henry B Holsman, of Guthrie Center.
Tenth District, Carl F. Kuehnle, of Denison

Eleventh District, E. C. Roach, of Rock Rapids.
