REPORTS OF STANDING COMMITTEES.

In the absence of the Chairman, Mr. JOHN TAYLOR JOHNSTON, the Secretary submitted the following report the Committee had agreed upon:

To the Chamber of Commerce:

Committee Number Six, to whom was referred the preamble and resolutions in reference to the improvement of Spuyten Duyvil Creek and Harlem River, beg leave to report as follows:

The Committee have tried in vain to get a copy of the bill referred to as pending in the Legislature, and therefore are unable as yet to report on its provisions.

They also find that full powers to improve the Harlem River have been given to the Commissioners of Public Parks; that bulkhead lines have been agreed on, and other preliminary steps taken. They further find, that during the administration of the Ring, a private charter for the improvement of the Harlem River was granted, and that there is danger that any legislation or expenditure, without the previous repeal of that charter, might accrue simply to the benefit of the Company in question.

Under these circumstances, in view of the absence of the proper information, and the urgent necessity of having the whole matter carefully examined before the Chamber act on the same, and also of the fact that it is too late in the present session of the Legislature to secure proper action, the Committee beg leave to ask that the consideration of the matter be postponed, that they have further time to report.

After a discussion, the report was referred back to the Committee, with instructions to confer with the Commissioners of Public Parks on the subject, and gain such information as they require, and report again at the next regular meeting of the Chamber.

The Chamber then adjourned.
