fame, That so much of the faid Act as enacts, That no Perfon fhall load, take in, carry or convey, in any Waggon, Cart or other Land Carriage laden with Gunpowder, or in any Barge, Boat or Veffel laden with Gunpowder, on any River (except in the cafe of Veffels laden with Gunpowder for Importation from or Exportation to Places beyond Sea or going Coaftwife), any other Lading of any Kind whatsoever, fhall be and the fame is hereby repealed.

WHEREAS by an Act made in the Tenth Year of the Reign 10 Ann. c. 19. of Her Majesty Queen Anne, and by an A&t made in the $64. Thirty fourth Year of the Reign of His prefent Majefty, intituled 34 G. 3. c. 20. An Ad for repealing the Duties on Paper, Pafleboard, Millboard, Scaleboard and Glazed Paper, and for granting other Duties in lieu thereof; it is enacted, That, for the Encouragement of Learning, fo much Money as fhall from time to time be paid for the Duties of Excife by the faid Act granted for any Quantities of Paper which fhall be used in the Printing any Books in the Latin, Greek, Oriental or Northern Languages, within the Universities of Scotland, or any of them, by Permiffion of the Principals of the fame refpectively, shall and may be drawn back in manner therein mentioned: 'And Whereas the Allowance of Duty fo made has been by the Chief Managers of the Prefs in certain of the faid Universities in 'Scotland allowed to various Bookfellers in London, and elsewhere, 'whose Publications were printed at the Prefs of fuch Chief Managers of the Prefs of the faid Universities, and who were not by Law authorized in any manner to receive the fame, by means 'whereof the Printers of London and elfe where have been greatly injured, and the Revenue diminished, contrary to the Spirit and Intention of the faid Acts made for the Encouragement of Learning as aforefaid:' For Remedy whereof, be it therefore enacted by The King's Moft Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this present Parliament affembled, and by the Authority of the fame, That, Manager of from and after the paffing of this Act, nothing in this or in any former Prefs in UniverA&t or Acts of Parliament contained shall entitle any Manager of the fities not entitled Prefs in either of the faid Universities to any Drawback or Allow- to Drawback on ance of Duty payable upon the Paper in the Printing any Books in Paper used in the Latin, Greek, Oriental or Northern Languages, unlefs the Chief Books in Latin, Manager of the Prefs in fuch Univerfities fhall, Forty eight Hours &c. unless 48 before any fuch Paper is begun to be printed, give to the proper Of Hours Notice ficer of Excife a Notice in Writing of the Intention to print fuch given before Paper, fpecifying the Number of Reams of fuch Paper, the Title of Printing to Ofthe Book intended to be printed, and of how many Copies fuch Edi- he complies with tion is to confift; nor unless all fuch Paper fhall on fuch Officer's other Particulars, Attendance be produced to him inclofed in the original Wrappers in which the fame was charged with Duty, with the Impreffion of the Officer's Stamp and his Name, with the Date of the Charge of the Duty and the Clafs of fuch Paper remaining on fuch Wrappers; nor unlefs fuch Chief Managers fhall provide fufficient Scales and Weights, and permit and affift fuch Officer to ufe the fame, for af

certaining the Weight of fuch Paper; nor unless they shall within One Month after the whole of fuch Edition fhall have been printed off give to the proper Officer of Excife Forty eight Hours Notice in Writing thereof, and thereupon fuch Officer fhall attend and examine and weigh the whole of fuch Edition unbound and in Sheets, and thereupon give to fuch Chief Manager a Certificate of his having fo done, fpecifying the Name of the Book, the Size thereof, the Number of Copies of which the Edition confifts, and the Weight of the Paper on which it is printed, but if fuch Weight fhall exceed the Weight of the Paper taken account of by the Officer previous to the Printing, fuch laft mentioned Weight shall be inferted in the Certificate, and the Allowance shall be made for no more.

II. And be it further enacted, That no fuch Allowance fhall be made for Paper used in the Printing fuch Books in the Latin, Greek, Oriental or Northern Languages within the faid Universities, unless the Chief Managers of the Prefs in fuch Universities shall subscribe at the Foot of fuch Certificate an Oath in Writing made before the Vice Chancellors of the fame, that the whole of the faid Edition of the Book so printed is printed for the Ufe and Behoof of the Univerfities refpectively, for which the fame exprefs to be printed, and that no Bookfeller or other Perfon hath any Share or Intereft therein, or in the Drawback payable thereon; which Certificate and Oath thall be produced to the Commiffioners of Excise, or any Two of them, without which the faid Commissioners shall not be and are not authorized to caufe Payment to be made of fuch Monies as the Duties for the Paper fo ufed fhall amount to.

III. And be it further enacted, That the Allowance of the faid Drawback shall be and the fame hereby is made fubject and liable (except where any Alteration is exprefsly made by this A&t) to all and every the Conditions, Rules, Regulations, Reftrictions and Provifions to which the fame was subject and liable by any A&t or A&ts of Parliament in force before the making of this Act.

CAP. CLIV.

An Act for further amending and enlarging the Powers of an
Act of the Forty fixth Year of His prefent Majefty, inti-
tuled An Act for confolidating and rendering more effectual the
feveral Acts for the Purchase of Buildings, and further Im-
provement of the Streets and Places near to Westminster Hall
and the Two Houses of Parliament; and for other Purposes
therein mentioned.

WHEREAS, by an Act paffed in the Forty fixth Year of the

the Commiffioners thereby appointed are empowered to purchase
for the Purposes thereof all the Ground, Houfes and Buildings

may think proper for the Purposes of the fame Act: And Whereas, by another A&t paffed in the Forty eighth Year of the 48 G.3. c. 137. Reign of His prefent Majefty, for amending and enlarging the Powers of the faid Act of the Forty fixth Year aforefaid, it was enacted, that it fhould be lawful for the Dean and Chapter of the Collegiate Church of Saint Peter of Westminster to demife or leafe to the Commiffioners under the faid Act of the Forty fixth Year of His prefent Majefty, or to any Three of them, as therein mentioned, for the Term of Ninety nine Years, to take Effect in Poffeffion all or any Part or Parts of the Ground, Houfes and Build⚫ings in the faid reciting Act defcribed or mentioned, and which are fituate near to Westminster Hall and the Two Houfes of Parliament, fubject to the Reftrictions therein mentioned; and the faid Com'miffioners were, by the faid A&t of the Forty eighth Year of His prefent Majefty, empowered to make fuch further Purchases for the Improvements aforefaid as therein mentioned: And Whereas, by an A&t paffed in the Fiftieth Year of the Reign of His faid 50 G. 3. c.119. prefent Majefty for further amending and enlarging the Powers of the faid Act of the Forty fixth Year of His prefent Majefty, it was enacted, that it should and might be lawful to and for the faid Dean and Chapter, in manner therein mentioned, to demife or lease ⚫ unto the Commiffioners of His Majefty's Woods, Forefts and Land Revenues for the time being, or to the Perfon or Perfons for the time being executing the Office of Surveyor General of Crown Lands, all the Pieces or Parcels of Ground authorized by the faid Act of the Forty eighth Year aforefaid, to be demifed by the faid Dean and Chapter to the Commiffioners of the faid Act of the Forty fixth Year aforefaid, which Pieces or Parcels of Land or 'Ground are Part of the Poffeffions of the faid Dean and Chapter, and are alfo Part of the Hereditaments particularly defcribed in the Form of a Leafe written or contained in the Schedule to the now reciting Act; and alfo all thofe Pieces or Parcels of Ground fituate in the faid Parish of Saint Margaret Westminster, being 'Parts and Parcels of the old Streets, Lanes or Ways, and which by Order of the Commiffioners of the aforefaid Acts were no longer to be used as fuch, but were to be taken into the new Plan of Building authorized by the faid Acts; which laft mentioned Pieces or Parcels of Ground were the Refidue of the Heredita'ments particularly defcribed in the faid Form of a Leafe contained in the faid Schedule, fave and except out of the faid Indenture of Leafe fo to be granted, all thofe Pieces or Parcels of Ground, being Part of the Poffeffions of the faid Dean and Chapter, which by Order of the Commiffioners of the faid Act of the Forty fixth Year were to be laid into and to form Part of the new Streets, Lanes and Ways to be made and fet out by Order of the faid Commiffioners, To hold the faid Premises thereby authorized to be demifed, with their Appurtenances, unto the Commiffioners of His • Majefty's Woods, Forefts and Land Revenues, or to the Perfon or Perfons for the time being for executing that Office, for the Term of Ninety fix Years, to be computed from the Twenty fifth Day of March One thoufand eight hundred and ten, at the yearly Rents of Four hundred and fifteen Pounds Sixteen Shillings and Six pence; Forty Shillings; and One Pound Fourteen Shillings and Eight pence; and under and fubject to the Covenants, Conditions

and Agreements prefcribed by the faid Form of a Leafe contained in the faid Schedule; and that upon Tender by the faid Dean and Chapter of a Leafe pursuant to the faid Form, and duly executed by them under their Common Seal unto the last mentioned Com, miffioners, or the Perfon or Perfons for the time being executing the faid Office, it should and might be lawful to and for them, and they were thereby directed and required to accept and take fuch Leafe, and to execute a Counterpart thereof; and for the • Purposes aforefaid the last mentioned Commiffioners were by the • faid laft mentioned A&t conftituted a Corporation by the Name of "The Commiffioners of His Majefty's Woods, Forefts and Land Revenues ;" and it was by the faid Act further enacted, that it fhould be lawful for the faid Dean and Chapter, and they were thereby empowered to grant to the faid Commiffioners of His Majefty's Woods, Forefts and Land Revenues, a Leafe of all that other Piece or Parcel of Ground with the Two Messuages thereon fituate and being on the South Side of Great George Street, one of which Meffuages was then lately ufed as the Adjutant General's Office, and the other of which Meffuages was occupied by Richard Frewin Efquire, which faid Piece or Parcel of Ground is in the Plan or Ground Plot, annexed to the Form of the Lease written or contained in the Schedule to the fame Act, marked or distinguished by a Green Colour, for a like Term of Ninety fix Years, ⚫ from the faid Twenty fifth Day of March then laft, upon fuch Fine and at fuch Rents as fhould thereafter be agreed upon by and between the faid Dean and Chapter and the fame Commiffioners under the faid Act of the Forty fixth Year aforefaid: And Whereas by July, 19, 1810.7 an Indenture of Leafe bearing Date the Nineteenth Day of July • One thousand eight hundred and ten, and made between the then • Dean of the Collegiate Church of Saint Peter Weflminster and the • Chapter of the fame Church of the one Part, and the Commiffioners of His Majesty's Woods, Forefts and Land Revenues of the other Part, the faid Dean and Chapter, pursuant to and in the Exercise of the Powers and Authorities vested in them by the faid last mentioned Act, did demife, grant and to farm let, unto the faid • Commiffioners and their Succeffors, all those their several Pieces or • Parcels of Land fituate, lying and being in the Parish of Saint Margaret and The Sanctuary, in the City and Liberty of Westminster, whereon formerly ftood divers Meffuages or Tenements, Erections and Buildings then pulled down by the Commiffioners named in and appointed under and by virtue of the faid Act of the Forty fixth Year aforefaid, or by and under their Authority and Direction, which faid Pieces or Parcels of Land were thereinafter particularly mentioned and described; that is to fay, All that Piece or • Parcel of Land, fituate, lying and being in the Parish of Saint Mar'garet, in the City and Liberty of Westminfler, abutting North partly on a Street called Great George Street, and partly on the Backs of Houses, or the Yards and Outbuildings of Houfes fituate and being in Great George Street, abutting South on a Street theretofore called Thieving Lane, but then called Bow Street; East on a Street called King Street, and Weft partly on the Houses and Outbuild⚫ings belonging thereto fituate in Great George Street aforefaid, and partly on a Street called Little George Street, referving nevertheless out of the aforefaid demised Ground a good, fufficient and copious • Way

Way or Paffage to and from The Stable Yard, used in Common by the Tenants of the faid Dean and Chapter, together with free Ingrefs, Egrefs and Regrefs, to and for the faid Tenants and their Affigns, their Servants, Workmen, Agents and others with their Leave, or by their Authority, with Horfes, Coaches, Carts and other Carriages, as the fame had theretofore been used and enjoyed by the Tenants or Leffees of the faid Dean and Chapter, all which Piece or Parcel of Ground had been theretofore demifed or leafed to William Rock, Archibald Edmonstone, and Thomas Duckett and David Watfon, by Fourteen feveral Indentures of Leafe; And also all that their other Piece or Parcel of Land, fituate, lying and being in The Sanctuary, in the Parish of Saint Margaret aforefaid, abutting on Bow Street aforefaid on the North, partly on a Place called The Little Sanctuary, within The Sanctuary aforefaid, and partly on a Freehold Tenement on the South and West, and on King Street aforefaid on the Eaft, all which faid laft mentioned Piece or Parcel of Ground had been theretofore demised to Jofeph Henley and others, George Nisbett, Nathaniel Barlow and others, and Samuel Tanfley, by Four feveral Indentures of Leafe; And alfo 'all that their other Piece or Parcel of Ground, fituate, lying and being in The Sanctuary aforefaid, abutting partly on The Little Sanctuary aforefaid, and partly on a Freehold on the North and Weft, and on other Part of The Sanctuary aforefaid on the South and East, all which faid laft mentioned Piece or Parcel of Ground had been theretofore demifed to William Freeflone, Efau Marsh, John Elliott and Sir John Call, and Edward Taylor, and Catherine, Feary, by Four feveral Indentures of Leafe; And alfo all that, their other Piece or Parcel, fituate, lying and being in Bow Street, aforefaid, adjoining on the Eaft next to certain Premises granted. by Bargain and Sale by the faid Dean and Chapter to certain Commiffioners for erecting a Seffions Houfe for the City and Liberty of, Westminster, under and by virtue of a certain Act of Parliament
